Job Description Project: Safer Migration Project (SaMi) Location: Province 3, 4 and 5 (SaMi Provincial Office) Duration: Until 15 July 2022 Required no: 3 (Three) Reporting to: Vocational Skills Development Officer in Kathmandu, SaMi Program support unit Job purpose This position is responsible to carry out monitoring of the skills training programme for potential migrants, implemented by SaMi's partner Training Management Institutes (TMIs) in different provinces. S/he will also support in administration, documentation, and online database system management of skills training. And also monitoring of training events conducted by Foreign Employment Board (FEB). Duties and Responsibilities Compliance to policies, rules/regulations and guidelines Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Personnel, Financial, Administrative policies; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption etc.) and other specific policies applicable for SaMi; Ensure Conflict Sensitive Programme Management at all levels; Compliance with the GoN and SDC policies and approaches as relevant and required. Skills Training Programme Monitoring Develop a periodic monitoring plan and implement it effectively; Support TMIs at major milestones of training & employment chain such as trainee selection, timely entering the trainee data in SaMi & NSTB database, acquiring skill test date from NSTB, quality training delivery, logistic support, recording and reporting of the progress through coaching and mentoring; Conduct monitoring of pre training (logistics verification), during training and post training of skills training and employment initiatives for the potential migrants implemented by the assigned TMIs; Contribute to review and upgrade the quality of training that includes, course contents and training methodology targeting the migrant workers as required; Capacitate the TMIs of the assigned region to ensure the operationalization of efficient and effective monitoring system as prescribed in the SaMi skills monitoring guideline; Support and guide TMIs on preparing activity, outputs and outcome reports, claims and support in documenting the learning and best practices; Support TMIs to implement different development approaches: good governance, gender equality and social inclusion, conflict sensitivity and peace promotion; Coordinate with FEB’s partner training institutes for monitoring activities and facilitate in documentation. Networking and Coordination Facilitate coordination between TMIs, TMI’s staffs, trainers and other stakeholders at the local level as appropriate; Coordinate with Migrant Resource Centers (MRC) to link the potential migrants in the training; Orient/inform the MRC counselors and RVs on the updates on skilling migrants; Coordinate with province NSTB/CTEVT offices for timely skill test conduction; Ensure coordination and draw lessons from the activities of TMIs to further upgrade the skilling migrants' initiatives. Job Requirements Minimum Education Attainment: Bachelor's Degree in Social Sciences or Developmental Studies or in a relevant field. Minimum Professional Experience: At least 2 years of work experience in monitoring sector. Experience in Technical Education and Vocational Training (TVET) sector will be an asset. Required Competencies Must have two-wheeler valid driving license Preference will be given to local resident Experience of liaising stakeholders, coordination, capacity building of partners and training facilitation Understanding of Technical Education and Vocational Training sector of Nepal Excellent knowledge of monitoring the skills training activities for maintaining training quality Knowledge on MIS, proficiency in using office application software; ability to produce, understand and analyze standard database reports Good analytical report writing skill and writing case studies Ability to orient the trainers on the gaps and TMIs on the required improvements Having knowledge on training programs implemented by other donors in the province Ready to be engaged in field mobility and having constructive and positive attitude Result oriented personality, aware of priorities and maintaining deadlines Commitment towards gender equality, social inclusion and poverty reduction Good interpersonal skill and a team player Ability to analyze the situation and act tactfully Excellent interpersonal, inter-cultural competencies and good team player Good verbal and written communication in Nepali and English Ability to work under time pressure Apply Instruction Interested candidates who meet the above requirements are requested to visit our website at http://apply.helvetas.org.np and submit their application through the online portal.
