Duty Station: Scott Wilson Nepal Office, Maharajgunj, Kathmandu (Central Office), with frequent field visits to provinces and municipalities.


Contract: 1 Year (extendable for 5 years based on performance).


Salary: An attractive salary with additional benefits including a provident fund, gratuity fund, festival allowance, and medical and accidental insurance will be provided. Applicable taxes shall be deducted as per the law of Nepal.


Working Days: 5 days a week (Mon-Friday, 900 a.m. to 530 p.m.)|


Report to: Chief of Party (COP), USAID Local Works Support

 

Scope of Work (SoW) and Responsibilities:

 

The service may include, but is not limited to, the following activities:

  • Develop financial management systems and assist IP in developing financial statements and reporting. Provide information on bi-weekly reporting to USAID, lead the quarterly financial reporting, and provide support in the preparation of quarterly performance reports and annual and final reports.
  • Lead the compliance reviews and validation to monitor and ensure that the organization’s policies and procedures are properly implemented and adhered to.
  • Perform validation against agreed targets and frameworks to ensure continued compliance with standards and procedures by the Local Works implementing partners.
  • Lead and perform financial monitoring and financial verification of Local Works.
  • Provide training and orientation to OCD managers in organizational policies, finance, and risk monitoring so that they are capable of mentoring the IPs in OCD.
  • Develop procedures and processes, train, supervise, and guide Financial and Risk Management Officers in reviewing reimbursement requests from implementing partners (IPs) following the terms and conditions of the awards and the IP’s policies and procedures.
  • Ensure IPs follow the terms and conditions of the awards and the IP’s policies and procedures.
  • Review and confirm the detailed expenditures of all payments, including reconciliation between interim payment certification and milestones.
  • Support COP in the day-to-day operation and management of the LWS office and partnerships.
  • Any other related tasks assigned by COP or SWN management within the scope of the project.

 

Qualifications:

  • Master’s degree in Business Administration, Professional Accounting, and relevant areas (preferred Chartered Accountant, CA) with a minimum of 13 years of experience in the field of accounting, financial monitoring, and risk management, of which at least 5 years of experience are in a Finance Manager or equivalent position.
  • Experience working with private organizations in the development sector, NGOs, INGOs, and donor-funded projects.
  • Familiarity with USAID rules, regulations, and reporting requirements.
  • Knowledge of Nepal’s financial and accounting acts and regulations, Nepal’s acts of taxation, procurement Acts, organization incorporation, etc.
  • The individual should have an excellent understanding of the development sector, including non-governmental intuitions, CSOs, and Local Governance practices.

 

Core Competencies and Technical Expertise:

  • Excellent ability to work effectively under pressure, prioritize and implement multiple tasks within strict deadlines, and produce high-quality deliverables.
  • Strong training, capacity-building, and facilitation expertise
  • Excellent verbal and written communication skills in English and Nepali
  • Strong at using MS Word, MS Excel, and MS PowerPoint.
  • Proactive and detail-oriented individual with a dedication to identifying solutions to problems.
  • Ability and willingness for field travel
  • Positive attitude and a good sense of humor.
