In particular, the Extended Term Consultant will be expected to make significant contributions to the following key deliverables:

  • The Nepal Fiscal Federalism Update.
  • Technical assistance initiatives aimed at strengthening the National Natural Resources and Fiscal Commission (NNRFC).
  • The design and coordination of an international conference on fiscal federalism.
  • The implementation of the Federalism Filter.

 

This role is critical in supporting our mission to advance fiscal federalism reforms and enhance governance in Nepal.

 

Selection Criteria:

  • The successful candidate must hold a Master’s degree in economics, public policy, or a related field within the social sciences. This advanced educational background equips individuals with the necessary theoretical foundation and analytical skills required for the complexities of the role.
  • A minimum of five years of substantial and relevant professional experience is essential. This experience should encompass work in the field of public policy and governance, demonstrating a deep understanding of policy development, implementation, and evaluation.
  • The candidate should possess a demonstrable track record of technical proficiency in fiscal federalism and public sector reform. This includes expertise in analyzing fiscal policies, assessing their impact on governance structures, and devising strategies for improvement. A comprehensive understanding of public finance and governance mechanisms is vital for this role.
  • Exceptional written communication skills in the English language are crucial. The ability to convey complex policy analyses and recommendations effectively through clear, concise, and well-structured written documents is imperative. These documents often serve as critical resources for decision-makers and stakeholders.
  • Strong teamwork skills are essential for collaborating effectively with colleagues and government counterparts. The candidate should excel in fostering collaborative environments, facilitating discussions, and building consensus. The role requires the ability to manage multiple tasks concurrently and deliver results under tight deadlines. Effective time management and prioritization are key to success in this aspect of the position.

 

Note: The selected candidate will be offered a one-year appointment, renewable at the discretion of the World Bank Group, and subject to a lifetime maximum ET appointment of three years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their third-year ET appointment are not eligible for future ET appointments.
