Job Responsibilities :

  • Work closely with NDRRMA, NHSRP team and partner organization to identify the major bottlenecks (such as landlessness, relocation issues, policy gap, and issue around critical documents) in systematic inclusion of disaster-affected households in the government with a major focus on NDRRMA-designed solutions for post-disaster housing reconstruction and settlement recovery. 
  • Develop a strong relationship with the Ministry of Land Management, Cooperatives and Poverty Alleviation (MoLMCPA), Ministry of Federal Affairs and General Administration (MoFAGA), National Land Commission and other federal authorities for improved coordination with NDRRMA depending on the bottleneck identified. 
  • Lead in documenting the situation on access to the social safety nets and lobby the bottlenecks in both bottom-up and top-down approaches. 
  • Link and liaise for mainstreaming the systematic inclusion of disaster-affected marginalized households in the government services with the support from Land Rights Forum. 
  • Contribute to NDRRMA’s GEDSI Strategy from a systematic inclusion lens working closely with GEDSI Technical Adviser and NDRRMA GEDSI Focal Point. 
  • Capacitate the provincial NHSRP team in durable solutions approach and support improving the inclusive gap assessment (inclusive DRR mapping).  
  • Support in the integration of land agenda in Disaster Risk Reduction and Management (DRRM) programming of the Government. Mainstream land use planning for effective disaster risk management through risk identification, and organized relocation management. 
  • Initiate regular joint exposure visits to monitor Durable solution activities in the presence of local, district, provincial and federal authorities to the risk communities of different provinces of Nepal. 
  • Regular consultation with the partner organization working on social inclusion and land agenda. 
  • Participate in an advisory committee meeting to help shape the guidelines and bridge the need through other partner agencies.  
  • Contribute to maintaining relationships with donors, peer organizations, research, and other institutions, and participate in forums in the area of Social Inclusion. 
  • Coordinate and support Geo-Hazard intensity mapping and guidelines work as this could be a potential opportunity to support that within the NDRRMA.

 

Education and Experience:

  • Master's degree in social sciences, International Development, or a related field. Experience in implementing governance, and social inclusion mainstreaming activities/programming is required. 
  • Minimum of five years of relevant work experience with progressive responsibilities, ideally with an international NGO. Minimum three years of relevant field-based experience in Social Inclusion, Gender or Protection, Preferably in DRR and Reconstruction. 
  • Experience working in the areas of Governance, Advocacy, Gender, Disability, Social Inclusion and/or Protection, and general knowledge of other related disciplines to ensure a proper cross-sectoral approach. 
  • Excellent technical writing skills 
  • Experience with program monitoring, evaluation, and analysis. 
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), web conferencing applications, information and budget management systems, and knowledge-sharing networks. 

 

Preferred:

  • Experience working on Durable Solutions Projects or familiar with the approach.
  • Experience in project design and proposal development. Experience in writing content for proposals. 
  • Knowledge of capacity-strengthening approaches and best practices.

  • Strong relationship management skills with the ability to influence and get buy-in from people not under the direct supervision and to work with individuals in diverse geographical and cultural settings.
  • Good strategic, analytical, problem-solving, and systems-thinking skills with the capacity to see the big picture and the ability to make a sound judgments. 
  • Presentation, facilitation, training, mentoring, and coaching skills. 
  • Proactive, resourceful and results-oriented. 

 

Required/Desired Foreign Language: Fluent in speaking and writing in English
 

Travel Requirement:  Willingness to travel 50% of the time to remote areas of the country.
