Objectives:

Following are the key objectives of the assignment.

• Develop a training manual for total sanitation which include the triggering tools to be followed, legal and policy provisions, total sanitation indicators, community action plan which will be a strong aid for the sanitation practitioners to sensitize the communities. 
• Organize the workshop/s with the WASH agencies to collect the inputs and feedback at provincial level and to share the documents at DWSSM to take in the inputs and feedbacks for the improvement of the manual. 
• Fine tune and update the manual based on the inputs and feedback provided by the stakeholders from the workshop as well as the sharing. 

The manual should be aligned with the relevant action points of the 3rd Joint Sector Review (JSR) declaration, Sept. 2023 and focus to address the relevant outputs and activities.

Deliverables:

The consultants will have to deliver the following deliverables. 

• A short inception report within 3 days of signing the contract including the methodology, process, timeline to submit the draft and final deliverables. (In English language)
• Draft training manual on total sanitation considering the relevant tools, manuals/ guidelines. (In Nepali Unicode)
• Final training manual embedding the inputs and feedback from the sector stakeholders from local, provincial and federal level (specially the DWSSM). The training manual will consist 5 days training packages targeted to the WASH facilitator/ Social mobilizer, WASH units, Local governments, WASH agencies etc. (The training manual should be Nepali Unicode).

Eligibility Criteria/Qualifications of the Consultant:

• Master's degree in social studies, public health, water/ environment engineering or relevant discipline
• 10 years+ Experience in WASH project management including the ODF campaign, sanitation and hygiene
• Proven knowledge and skills on triggering tools
• Innovative and creative in designing and improvising the triggering tools
• Familiar with government WASH policies, WASH guidelines, plans, legal instruments and practices on sanitation, total sanitation
• Proven experience in designing the training manuals, guidelines and tools.

Expected Duration of the Assignment:

The estimated duration of this assignment is 10 person days of national short-term consultant in October- November, 2023. The days can be extended based on the needs.
