Location: Main Office in Birendranagar, Surkhet with frequent travels in the Project Palikas of Karnali Province

 

Immediate Supervisor: Chief Administration and Finance Officer (CAFO)

 

Duties and Responsibilities:

 

A. Support Municipalities in financial matters: backstopping and on-the-job training

  • Preliminary audit, induction and training
  • Supervise preparation of Annual work plan of all municipalities, check with MWF budget (once a year)
  • Facilitate Municipalities in using and solving problems in SUTRA.

 

B. Support Municipality in Preparing Audit and Follow up on Audit Report with Municipalities; Internal Audit

  • Spot checking of financial transactions and book-keeping in the Project Municipalities
  • Check expenditures against AWP and PIM/Guidelines
  • Reduce the risk of fraud and mismanagement of funds, unsettled amounts of released advances and
  • support timely reporting.

 

C. Coordination in PSU and Municipalities

  • Check Municipality's contribution status and bank details GA 1.4
  • Check and aggregate the request of installment
  • Check and aggregate the monthly sutra report
  • Maintain close cooperation and sound working relationship between Municipality, Project Support Unit and
  • Project Coordination Office
  • Identify and communicate the areas for improvement of financial operation and management
  • Support CAFO in day-to-day project financial and administrative work as deemed necessary.

 

D. Support Water Users' and Sanitation Committees (WUSCs)

  • Train Water Users’ and Sanitation Committees (WUSCs) in financial matters: backstopping and on-the-job
  • training (procurement and bookkeeping)
  • Coordinate financial monitoring of Water Users’ and Sanitation Committees (WUSCs) in expenditures
  • Coordinate financial monitoring of Water Users’ and Sanitation Committees (WUSCs) in expenditures
  • Check expenditures against Planning and Guidelines in communities
    Reduce the risk of fraud and mismanagement of funds in communities, unsettled amounts of release advances and support timely reporting
  • Identify and communicate the areas for improvement of financial operation and management.

 

Skills and Qualifications:

  • Minimum Bachelor’s degree in Accounting/Finance or related field
  • Experience in the related field for at least two years
  •  Must be organized, detailed oriented and disciplined, with well-developed administrative skills
  •  Competency in MS Office-Excel and Access in particular
  • Knowledge of operating SUTRA accounting software is a must
  • Willingness to travel to remote areas is a must.
